Notice of Intent to Request Release of Funds
RE: Beattyville Manor Project 12-17-2024
The rehabilitation of the Beattyville Manor property will be partially financed with U.S. Department of Housing and Urban Development (HUD) funds which are administered by Kentucky Housing Corporation (KHC). Prior to release and expenditure of federal funds, grantees are required to assess the potential environmental impact resulting from completion of these projects. In the case of the Beattyville Manor project, KHC is designated by HUD as being the grantee for these funds with the project developer being designated as a sub-grantee.
As such, KHC is required to complete the environmental assessment and my firm, Atkins-Elrod & Associates, was retained by KHC to complete the assessment on their behalf. Upon completion of the assessment, KHC was/is required to advise the public of its findings regarding environmental impact and of its intention to ask HUD to release funds for the project. During the public information phase of the environmental assessment process, the public is allowed to examine the environmental assessment documentation and submit comments regarding the adequacy of the assessment process. During this phase, the public is permitted to submit to HUD their objections to HUD releasing funds for the project.
